Hilton Head PSD recognized for facility excellence and its water-quality supervisor named lab analyst of the year in S.C.

Hilton Head Public Service District (PSD) has once again been honored with the S.C. Department of Health and Environmental Control’s (DHEC) Facility Excellence Award for the PSD’s Recycled Water Plant on Oak Park Drive. This is the PSD’s fourth straight year earning the award, which recognizes the plant for environmental protection and regulatory compliance. The PSD’s Recycled Water Plant annually recycles about 1 billion gallons of treated wastewater, producing beneficial recycled water that is then used for golf course irrigation and wetlands nourishment, with zero discharge to area waterways.

“The PSD’s Recycled Water Plant represents the front lines of public health and environmental protection on our island, removing harmful pathogens like viruses from our community’s raw sewage and recycling it into beneficial reuse water,” said PSD General Manager Pete Nardi. “Earning the South Carolina DHEC Facility Excellence Award is recognition of the 24/7/365 work that PSD team members perform with outstanding commitment and expertise to benefit our customers and community.”

Scott Moffatt, Hilton Head Public Service District (PSD) Water Quality Supervisor, has been named the Lab Analyst of the Year by the Water Environment Association of South Carolina. Moffatt has served as Hilton Head PSD’s Water Quality Supervisor since 2015. He began his career in the PSD Water Quality Laboratory as a Water Quality Technician in 2011. His duties at the PSD include the analysis and monitoring of the PSD’s drinking water and recycled water quality. 

“Scott’s service has helped advance the PSD’s protection of both public health and our island environment through our scientific water-quality monitoring programs,” said Nardi. “His work shows the tremendous everyday value and benefit of science, and he’s a great example of how impactful to people’s lives a career in science can be.”

Moffatt has led the PSD’s certification in the Partnership for Safe Water, an industry-leading utility optimization program of the American Water Works Association and U.S. Environmental Protection Agency. Hilton Head PSD in February 2020 earned the prestigious Directors Award from the Partnership for Safe Water for its efforts toward optimization of its drinking water distribution system. The PSD completed a rigorous self-assessment of its drinking water system that was then reviewed by utility peers from around the country. Moffatt led the self-assessment program.

He holds a Professional Science Master’s in Biotechnology from the University of South Carolina, and a B.S. degree in Human Nutrition, Foods and Exercise from Virginia Tech University. Moffatt holds South Carolina “A” licenses in Water, Water Distribution, and Biological Wastewater and a “C” license in Wastewater Collections.
