Hilton Head PSD Fees
Meter Installation Fees:
Meter installation fees must be paid when the connections for service are made.
A. Water Meter Installation Fee (Existing Service Line)
- ¾” Meter: $1,180
- 1” Meter: $1,500
- 2” Meter with Meter Box and Backflow: $3,440
- Any Other Size: Time and Materials
B. Water Meter Installation Fee (No Existing Service Line)
- ¾” Meter: $1,390
- 1” Meter: $1,710
- Any Other Size: Time and Materials
Deposit Requirements:
- All residential tenants are required to pay a $100.00 deposit upon moving into a unit. All commercial tenants are required to pay a $200.00 deposit upon moving into a unit. Service will not be put into the tenant’s name until the appropriate deposit is paid.
- Deposit payments must be in full; no partial payments will be accepted.
- A tenant may request a refund of the deposit in the form of a bill credit after six months of on time payments. However, any future delinquencies will result in a re-instatement of the deposit requirement.
- Homeowners are not required to pay a deposit, however, proof of ownership is required.
- When a contractor applies for water and wastewater service for new construction, the applicable customer deposit will apply. Contractor customer deposits of $100 will be collected at the time of application. The customer deposit of $100 will be applied to the final bill upon completion of construction.
Water Inspection Fee:
The PSD charges a one-time Water Inspection Fee of $100 to new customers at the time they connect to the water system. The fee covers the cost of the PSD inspecting the new connection to make sure it meets PSD requirements.
Sewer Installation Fees:
A. Sewer Service Installation Fee Individual 4 Inch Lateral: Greater of $1,200 or time and materials
B. Main Extensions, Laterals above 4 Inches, and Mains Greater than 6 feet in depth: Time and Materials
Hydrant Meter Set Fee:
The PSD charges a $200 hydrant meter set fee to contractors using a hydrant. This fee is charged for each new hydrant use request and covers the cost of setting up and later breaking down the hydrant meter.
Sewer Connection Fee:
The PSD charges a one-time Sewer Connection Fee of $150 to new customers at the time they connect to the sewer system. The fee covers the PSD’s costs to establish a new sewer connection which can include quoting the connection cost, arranging for a contractor if the PSD will be coordinating the work, coordinating financing with the customer, billing the connection costs, and/or performing a post connection inspection to make sure it meets PSD requirements.
Capacity Fees:
A Capacity Fee is a one-time charge to new development or to new customers, where money has not been previously paid, to cover the capital costs spent to provide a given service. The PSD charges both a Water Capacity Fee and a Sewer Capacity Fee. These one-time fees are charged when a property connects to the water or sewer system. In the case of new development, however, the fees are due at the time the PSD agrees to provide service.Capacity Fee (per unit):
- Water Capacity (House): $2,400
- Water Capacity (Mobile Home): $1,800
- Sewer Capacity: $3,040
The PSD offers a one-year, interest-free payment plan for Capacity Fees. The installments are placed on a customer’s utility bill.
Front-Foot Assessment:
A Front-Foot Assessment is a pro rata share of the costs associated with bringing water and/or sewer service to a particular area. For example, the costs of having to install a sewer main and/or repave a road as a result of putting sewer infrastructure into a neighborhood are divided amongst the properties receiving the sewer service. Following a project to provide water or sewer service, the Front-Foot Assessment is charged to property owners in addition to Capacity and Connection fees.
Front-Foot Assessments can vary depending upon the specifics of the project.
The PSD allows the long-term financing of a Front-Foot Assessment by placing it on a customer’s Beaufort County property tax bill over a 20-year period. When a property owner chooses this option, the PSD also allows the Capacity Fee to be financed over 20 years.
